Fragrance Allergens Regulation (EU) 2023/1545

July 2023: the European Union adopted Regulation (EU) 2023/1545 to update labelling of fragrance allergens under Annex III to Regulation (EC) 1223/2009.

August 2023: 3 weeks later this regulation came into play. It adds 56 new raw material reference numbers to the existing 26. However, a transition period of 3 or 5 years is given to the industry.

July 2026: For new restricted raw materials a transition period until 31 July 2026 will be in place, to incorporate into new developments.

July 2028: This period is extended for withdrawing products from the market e.g. containing prohibited raw materials

Fragrance Allergens Can Be Defined As:

Certain chemicals which are used to create fragrances have been classed as allergens. Some are synthetic aromatic materials but some of these are naturally present in certain essential oils (which whilst natural, does not make them safer). Allergens must be declared on the label when it is present in a concentration that exceeds:

0.001% in leave-on products e.g. face creams, hair styling products

0.01% in rinse-off products e.g. shampoo, body wash

Sticking to the EU guidelines is imperative as whilst some of the allergens may cause mild skin reactions others can be significantly more severe.
